## Recommendation to user

We have **enough to produce an initial proposal with assumptions**. The five hard gaps remaining are:
- 4 are document/scope clarifications (G-001, G-003, G-004, G-005, G-018) that don't block an internal v1 draft.
- The biggest cost-precision lever is **G-001 + G-003** (full architectural + HVAC layouts) — affects cable, conduit, and labor estimates for the BMS field installation.

**User decision (confirmed):** Proceed to Phase 4 internally with documented assumptions while the customer-facing RFI (Q-001, Q-005, Q-007, Q-008, Q-009, Q-011, Q-018) goes out in parallel.
