## Gap summary

### Hard gaps (must close before reliable proposal) — none

The combination of (a) the consultant's per-equipment I/O point-count matrix (BMS-01/BMS-02), (b) the per-row narrative points list (MC Standards ME / PL), and (c) the floor-by-floor ECE auxiliary layouts is enough to produce a defensible proposal with documented assumptions for the missing items.

### Soft gaps (assumption-absorbable)

- **G-101 — Architectural plans missing.** Substituted by ECE auxiliary footprints + points-list zoning. Cable-route lengths fall back to project-specific reasoned typical ranges per `A3-route-lengths.yaml`. RFI: Q-005.
- **G-102 — Mechanical layouts missing.** Substituted by points-list zoning + BMS-01/02 equipment-tag-to-floor mapping. Plant-room equipment counts fully enumerated. RFI: Q-006.
- **G-103 — Electrical BMS partition (EL points) missing.** Energy-meter scope assumed limited to major load centers per DRC-004. RFI: Q-008.
- **G-104 — Plumbing partition limited to DHW.** Sump / fire / transfer pumps assumed out of BMS scope. RFI: Q-009.
- **G-105 — Brand-approval matrix not extracted from DRC-004 Section 9.** Internal preferred (Siemens / Dell) used. RFI: Q-004.

### Reference gaps (would refine pricing but proceed without)

- **G-201 — EE Plan p2-8 (revised power layouts + load schedules) not readable at this extraction DPI.** Anthropic's 2000-pixel long-side limit applies to A2-size pages rasterized at 200 DPI. Re-extraction approach for AB-Run-7+: tile each large drawing 2×2 (= ~14-tile spawns), or vector-PDF re-export for direct text reading. For this proposal: panel circuit IDs and load-schedule entries flagged as placeholders pending re-extraction. RFI: Q-014.
- **G-202 — Power riser Part 2** likely on a sheet not in this binder.
- **G-203 — FACP main panel location** (BMS-FDAS gateway interface) not readable in current extracts.
- **G-204 — Project schedule / NTP / payment terms** not stated. Default assumptions in commercial section pending.

## Recommendation to user

We have enough to produce a defensible proposal with documented assumptions. The 11 RFI items in `08-customer-clarifications.md` (Q-001 through Q-015) should be raised in parallel with proposal review; their answers will refine BOQ but won't block a v1 draft. Cover-letter wording mismatch (rehab vs greenfield) is the single highest-leverage item — confirming that early prevents ~PHP 2-4M scope swing. Brand approvals (Q-004) and EL points partition (Q-008) are the next two priorities.

## Drawing-availability triage (Operating Principle #10)

### Drawings inventoried

| Drawing source | Scope | Measurable? | Calibration | Used for |
|----------------|-------|-------------|-------------|----------|
| `EE Plan (TUEC).pdf` p9 — EE-24 Power Riser Part 1 | Whole-building electrical riser | Partial (raster legibility limits panel-ID transcription) | Not measured (single-line, not a layout) | A5 (network architecture vertical path), A7 (power provisions outline) |
| `EE Plan (TUEC).pdf` p11-22 — ECE-05..ECE-15 auxiliary layouts | Per-floor footprints + low-voltage device positions | Yes (footprint scale ~1:100; door / corridor dimensions calibratable) | Calibrate door = 900 mm against the visible doorway symbols | A2 (equipment locations on each floor confirmed against ECE footprints), A3 (corridor + service-core lengths for inter-floor riser cables), A4 (panel siting at service-core IDF closets) |
| `EE Plan (TUEC).pdf` p2-8 — EE-03..EE-22 revised power layouts + load schedules | Per-floor power layouts + load schedules | **Not readable** at 200 DPI on A2 sheets — exceeds 2000-px Anthropic limit | N/A — flagged for vector re-export | A7 (BMS-feeder breaker IDs at DBV-BMS) |
| `BMS Points list (TUEC).pdf` BMS-01/02 | Equipment I/O point-count matrix with floor-bound tag IDs | N/A — tabulation, not a measurable drawing | N/A | A1 (point budget, controller sizing), A2 (equipment instances), A4 (panel sizing) |
| `BMS Points list (TUEC).pdf` BMS-03 | P&ID compilation (5 equipment classes) | N/A — schematic, not a layout | N/A | A1 (control-narrative compliance), B1 (programming object templates) |

### Per-working-doc decision table

| Working doc | Drawing inputs needed | What we have (drawing → what's measurable) | What we'll measure | What falls back (with reasoned typical-range, not fixed default) | Customer-facing implication |

| **A5 — Network architecture** | Architectural shaft routing + IT topology | EE-24 riser shows vertical electrical path; ECE auxiliary identifies IDF positions | BACnet/IP backbone routed through service-core IDF stack to head-end; vertical trunk path validated against EE-24 | Head-end siting (Lower Ground IT room assumed pending confirmation) | "Network architecture per ECE service-core IDF stack; head-end siting at Lower Ground IT room — confirm Q-011." |

### Calibrations (logged as A-NNN)

- **A-011 — ECE auxiliary footprint scale.** Door symbol = 900 mm; corridor visible width matches points-list "double-loaded corridor" + ~24 keys/floor = ~75-90 m guestroom-floor length. Calibration baseline: ~1:100 sheet at 150 DPI, ±5% on horizontal lengths. Reusable across all ECE-05..ECE-15 measurements.
- **A-012 — EE-24 riser non-scaled.** Single-line diagram, used for vertical-path topology only — vertical lengths from architectural assumed 4.0-4.5 m per floor (typical hospitality slab spacing).

### Locked triage decisions (read-only during Phase 5a)

1. **Plant-room equipment counts** — measure against BMS-01/02 tabulation (1:1 mapping). Per-instance per Patch A.
2. **Inter-floor BMS-LAN risers** — measure against EE-24 + ECE footprints (vertical 4.5 m × floor count + service-core horizontal).
3. **Service-core to per-floor IDF** — measure against ECE auxiliary layouts.
4. **Plant-room field cables (2F chiller plant, LG boiler/calorifier, RD cooling tower / DOAS / PAHU)** — measure against ECE auxiliary footprints; typical-range fallback for sub-equipment runs not visible.
5. **BOH-floor and guestroom-floor field cables** — typical-range fallback per `A3-route-lengths.yaml` (centralized-DOAS architecture means the field-cable count here is small — no per-room FCU runs).
6. **Casino MVAC field cables (2nd Mezzanine)** — partial measure from ECE-08 footprint; typical-range fallback for AHU-2M and Air Ionizer runs.
7. **Power-feed circuit IDs** — placeholder per A-007 + A7 narrative; vector re-export of EE-21/22/23 needed for confirmation.

### RFI list generated by the triage

Already enrolled in `08-customer-clarifications.md`:
