## Open questions surfaced at intake

- **Wording mismatch (rehabilitation vs new construction).** The cover letter says "Rehabilitation"; the EE and BMS bulletins look like new-construction Construction Bulletins addressing layout adjustments. No existing-system inventory was supplied. Phase 2 will classify on the technical evidence and raise a `Q-NNN` confirming with the customer.
- **Architectural / floor plans.** Not in the inputs. EE drawings show power layouts but architectural and HVAC equipment-location drawings would be needed for cable-route measurement.
- **Mechanical drawings.** Not in the inputs. Only the BMS points list and EE plans are present; HVAC equipment locations therefore must be inferred from the points-list zoning labels (Roof Deck, 2nd Level, Lower Ground, Basement, GF, etc.).
- **Existing system inventory.** If the project is in fact a rehabilitation, what existing controllers / panels / cabling are to be reused vs replaced? None of this is in the inputs.
