- **Wording mismatch (rehabilitation vs new construction).** The cover letter says "Rehabilitation"; the EE and BMS bulletins look like new-construction Construction Bulletins addressing layout adjustments. No existing-system inventory was supplied. Phase 2 will classify on the technical evidence and raise a `Q-NNN` confirming with the customer.
- **Architectural / floor plans.** Not in the inputs. EE drawings show power layouts but architectural and HVAC equipment-location drawings would be needed for cable-route measurement.
