## Gap summary

### Hard gaps (must close before reliable proposal)
- **G-001: Guestroom HVAC controls scope** — the project-specific BMS Points list does not show per-room FCU points or guestroom thermostats. For a hotel of this size this is a major BOQ component (300–500 guestrooms × 6–8 points each ≈ 2,000–4,000 additional points). Cannot reliably price without confirmation. → Q-001.
- **G-002: Mechanical (HVAC) layout drawings** — for cable-route measurement to AHU/FCU/DOAS/Cooling-Tower/Pump locations. → Q-002.
- **G-003: Project schedule / required completion date** — drives manpower-loading curve and after-hours premiums. → Q-003.

### Soft gaps (assumption-absorbable)
- **G-101: Architectural floor plans** — ECE auxiliary plans usable as coarse reference; cable lengths measured for trunk + plant-room runs only, fall back to typical ranges for guestroom/corridor field cables. → Q-004.
- **G-102: Power riser Part 2 of 2** — for guestroom-tower confirmation. → Q-005.
- **G-103: Plumbing/sanitary layouts** — pump and tank locations inferable from BMS Points list zone tags. → Q-006.
- **G-104: Network architecture / IT integration** — assume isolated BMS LAN with single uplink to customer LAN. → Q-007.
- **G-105: Brand/spec preferences** — Megaworld customer-kb is STUB; assume Siemens BMS / Dell head-end (internal preferred). → Q-008.
- **G-106: PMS integration scope** — assume out of scope; flag as optional add-on. → Q-009.
- **G-107: Casino vault, count-room, smoking-zone strategy** — assume default per `bms-hospitality-casino` overlay; flag for confirmation. → Q-010.
- **G-108: BOH kitchen Ansul/hood-fire integration** — assume monitor-only (run-status), no automated suppression integration. → Q-011.
- **G-109: General Conditions / commercial terms** — assume standard local terms (LD, retention, warranty 1 year, payment 90/10 with retention 10%). → Q-012.
- **G-110: Working hours / site access** — assume standard daytime, no after-hours premiums. → Q-013.
- **G-111: Training / O&M scope** — not in scope letter; assume one round of operator training + 1-year warranty maintenance, no extended O&M. → Q-014.

### Reference gaps (would refine pricing but proceed without)
- **G-201: Detailed panel-by-panel transcription of EE-21/22/23 load schedules** — not strictly needed for BMS scope; needed only if customer wants detailed energy-metering line items rather than summary feeders.

## Drawing-availability triage

Per Operating Principle #10, this triage commits in writing to what is measured from drawings vs. what falls back, per Phase-5a working doc.

### Drawing inventory (with measurability)

| Drawing source | What's there | Scale recoverable? | Measurability assessment |
|----------------|--------------|--------------------|--------------------------|
| `BMS Points list (TUEC).pdf` BMS-01 | Equipment-system tabulation; per-equipment point counts; some plant-room schematic context | N/A (tabular data, not dimensioned) | **Equipment counts measurable directly** |
| `BMS Points list (TUEC).pdf` BMS-02 | Casino MVAC + Hotel/Roofdeck I/O tabulation | N/A | **Equipment counts measurable** |
| `BMS Points list (TUEC).pdf` BMS-03 | P&IDs (PCHWP, PAHU, AHU, Chiller, CT, DOAS) | N/A (schematic) | **Confirms point counts; no spatial info** |
| `EE Plan` p.2 (EE-03 Basement) | Power-system layout with full basement floor plan + equipment + panel siting | Partial — title block scale "1/9" visible; calibrate against known 6–9 m structural grid | **Measurable at coarse level** for basement plant rooms / panels |
| `EE Plan` p.3–5 (EE-06/09/12) | Power-system layouts GF, 2F, 3F | Partial | **Measurable** for panel locations on these floors |
| `EE Plan` p.6–8 (EE-21/22/23 Load Schedules) | A1-density panel schedules; not spatial | N/A (tabular) | **Panel inventory measurable** if tile-pass executed |
| `EE Plan` p.9 (EE-24 Power Riser Part 1 of 2) | Vertical riser, MV→LV→distribution panel chain | N/A (schematic, not to scale) | **Topology measurable**; Part 2 of 2 missing |
| `EE Plan` p.10 (ECE-01 Index/Site/Perspective) | Site plan, drawing index | Partial | Reference only |
| `EE Plan` p.11–22 (ECE-02..16 Auxiliary plans per floor) | Floor backgrounds + PA/FDAS/Fire detection device locations | Partial — calibrate against doorway / corridor width | **Measurable for cable-route reference** at coarse floor-level (corridor lengths, room placements); NOT a substitute for stamped architectural plans for HVAC equipment placement |

### Per-working-doc decision table

### Triage decision lock

This triage is locked for Phase 5a. Phase 5a will measure what this table says is measurable and fall back per the reasoned-typical-range columns. If Phase 5a discovers measurable input we missed, return here and update.

## Recommendation to user

We have enough to produce an initial proposal at the **`bms-greenfield` + casino overlay** classification. Three hard gaps (G-001 guestroom controls scope, G-002 HVAC layouts, G-003 schedule) materially affect the BOQ. They should be raised to the customer in parallel; their answers will refine the proposal but won't block a v1 draft. Eleven soft gaps absorb into reasoned assumptions documented in `07-assumptions.md`. Drawing-availability triage commits to measuring trunk + riser + plant-room cable runs from EE-03/06/09/12/24 and falling back to reasoned typical ranges (per-context, not fixed default) for guestroom-corridor and field cables.
