## Gap summary

### Hard gaps (must close before reliable proposal)

- **G-001** — *Project schedule / milestone date.* Drives D1 schedule, D2 manpower curve, and B4 productivity assumptions. Mitigated by assuming **8-month BMS contractor scope** baseline; promote to `Q-013`.
- **G-002** — *Commercial terms (warranty period, payment milestones, retention, LDs, tax handling).* Drive 10-proposal commercial section and Phase 7 assumption ledger. Apply industry-standard defaults (12-mo warranty after substantial completion, 30/30/30/10 progress payment, 10% retention released at handover, 12% VAT-inclusive); promote to `Q-014`.
- **G-003** — *Cover-letter wording mismatch* ("Rehabilitation" vs. greenfield technical evidence). Promote to `Q-001`. Without confirmation, the proposal narrative carries an explicit assumption (`A-001`) that scope is greenfield.

### Soft gaps (assumption-absorbable)

- **G-101** — Architectural floor plans (all floors). Planned assumption `A-002`: building footprint ~60 × 50 m typical-floor; guestroom counts inferred from MC Standards "Roof Deck Level (Guest Room Levels)" wording + EE riser. Affects A2 equipment-count for guestroom-corridor field devices and A3 cable lengths in guestroom areas. Promote to `Q-005`.
- **G-102** — Mechanical / Plumbing layout drawings. Planned assumption `A-003`: equipment counts derived from points-list zone tags + typical density per equipment class (`_playbook/checklists/equipment-class-defaults.yaml`). Affects A2. Promote to `Q-006`.
- **G-103** — EE Plan is bulletin-revisions-only (CB#8). Planned assumption `A-004`: full EE set is consistent with the bulletin (no contradictions); main one-line, riser Part 2, and 4F+ floor power layouts to be requested. Affects A7 (power provisions). Promote to `Q-007`.
- **G-104** — Riser Part 2 of EE-24. Planned assumption `A-005`: upper-floor riser geometry mirrors typical hotel pattern (single trunk shaft, 1× cable tray per floor for BMS bus + power). Affects A3 cable lengths above 3rd floor. Promote to `Q-008`.
- **G-105** — Possible missing BMS-04 sheet (or beyond). Planned assumption `A-006`: BMS-01/02/03 set is the *complete* project-specific points list and any guest-room hot-water or in-unit BMS scope is *not* in BMS Contractor scope unless explicitly added. Promote to `Q-002`.
- **G-106** — BMS-panel power-feed assignment. Planned assumption `A-007`: each BMS panel is fed from the closest electrical panel on the same floor via a 20 A, 230 V, 1-phase circuit reserved by the EE Contractor (BMS Contractor terminates from a knife-disconnect downstream). Promote to `Q-009`.
- **G-107** — Customer GUI / graphics standard, FAT/SAT protocol, training plan, M&O provisions. Planned assumptions `A-008` (graphics per BMS-01 general spec), `A-009` (FAT/SAT per industry standard form), `A-010` (training: 2-day operator + 1-day administrator on-site), `A-011` (M&O priced as 1-year option). Promote to `Q-016/017`.

### Reference gaps (would improve pricing but proceed without)

- **G-201** — Reflected-ceiling plans (would refine ceiling-void containment).
- **G-202** — MEP coordination drawings (would refine C2 coordination matrix).
- **G-203** — Project budget bracket (would calibrate spec quality and headend choice).
- **G-204** — Existing fire-alarm / security / IT topology (would refine A5 network-architecture HLI uplinks if integration is requested — currently assumed standalone BMS LAN).

## Recommendation to user

> We have enough to produce an initial proposal with assumptions. Three hard gaps (schedule, commercial terms, "rehabilitation" wording) need confirmation; **none block a v1 draft** — each is absorbed by an explicit assumption documented in `07-assumptions.md`. The seven soft gaps largely concern drawing coverage; the drawing-availability triage below commits, in writing, to which working docs measure from drawings vs. fall back. RFI list of 17 items queued in `08-customer-clarifications.md`.

## Drawing-availability triage (Operating Principle #10)

Per `_playbook/sub-routines/drawing-availability-triage.md`. Non-skippable.

### Step 1 — Drawing inventory

| File | Drawing type | Scope (areas/floors/systems covered) | Status | Scale recoverable? | Measurability |
|------|--------------|--------------------------------------|--------|-------------------|---------------|
| `EE Plan (TUEC).pdf` (sheet EE-03) | Electrical Power Layout — Basement 1 | Basement plant rooms (chiller plant on 2F, but basement holds boilers/calorifiers per points list, sump pits, plumbing pumproom, kitchen power) | Construction Bulletin No.8 revision (current) | Yes — column grid A–L (assume ~6–9 m bay) and panel-rating annotations enable scale calibration | Trunk routes basement-to-riser, plant-room cables (calorifier room, plumbing pumproom): **YES**. Per-room device routing within basement: requires own measurement pass |
| `EE Plan (TUEC).pdf` (sheet EE-06) | Electrical Power Layout — Ground Floor | Lobby, public areas, restaurants, casino lobby (per APD note "Relocate provision PPCAS-14 inside the casino lobby") | CB#8 current | Yes (grid) | GF panel locations and trunk-to-riser routing: YES; per-store/per-room device runs within GF: requires own pass |
| `EE Plan (TUEC).pdf` (sheet EE-09) | Electrical Power Layout — Second Floor (Chiller plant level) | Chiller plant room (chillers, primary CHW pumps, CW pumps, header instrumentation), AHUs at 2F | CB#8 current | Yes (grid) | Plant-room cable routing (chiller controller to CHW pumps to header sensors) panel siting: YES — high measurability for the plant-room cable bundle |
| `EE Plan (TUEC).pdf` (sheet EE-12) | Electrical Power Layout — Third Floor | 3F amenity area (toilet/general exhaust per points list) + revised kitchen power | CB#8 current | Yes (grid) | 3F panel locations + trunk routes to riser: YES |
| `EE Plan (TUEC).pdf` (sheet EE-21/22/23) | Electrical Load Schedules (Parts 1–3) | Project-wide load schedule, breaker/conductor sizing, downstream panel IDs | CB#8 current | Tabular — not scaled | Power-provision cross-reference for BMS panels: YES (data lookup); fire-pump scheme update noted |
| `EE Plan (TUEC).pdf` (sheet EE-24) | Power Riser Diagram (Part 1 of 2) | Vertical structure Basement 1 / GF / 2F / 3F | CB#8 current; Part 2 missing | Diagrammatic + floor-band labels | Inter-floor riser distance for trunks Basement↔3F: YES; 4F-and-above guestroom risers: NO (Part 2 missing — A-005 fallback) |
| `BMS Points list (TUEC).pdf` (BMS-01) | BMS general spec + I/O tabulation (CHW, basement pumproom, plumbing drainage, boiler, ventilation) | Plant rooms + boilers + general ventilation + basement pumproom | Construction Bulletin Oct 2025 — current | Tabular — not scaled (control schematics on BMS-03 are diagrammatic) | Equipment counts and point counts per system: YES; cable measurements: NO |
| `BMS Points list (TUEC).pdf` (BMS-02) | BMS I/O tabulation (Casino BMS, Hotel & Boutique) | Casino + hotel/boutique I/O | Current | Tabular | Equipment counts and point counts: YES; cable measurements: NO |
| `BMS Points list (TUEC).pdf` (BMS-03) | BMS control diagrams (schematic) | CHW pump sets, calorifier, outdoor air, cooling tower, boiler | Current | Schematic — not scaled | Sequence-of-operations and field-device → controller wiring topology: YES; route lengths: NO |
| `MC Standards - ME / PL` | Generic standard | Reference only | Current | n/a | Equipment-class default I/O patterns; C/O assignments |

**Calibration check (60-second rule):** EE-03 column-grid bay tested against typical hotel structural grid (6–9 m). Treating bay = 7.5 m provides ±10% accuracy for trunk-cable estimates without an explicit scale bar. Documented as `A-012` (scale-calibration assumption).

### Step 2 — Per-working-doc decision table
