- Cover letter says "Rehabilitation" but technical inputs are Construction Bulletins against a For-Construction set. Confirm the intent — true greenfield, or rehab of an existing structure where these are *new* BMS-design bulletins?
- No architectural floor plans in inputs — only electrical layouts (EE-03/06/09/12) which carry partial architectural background. Will architectural drawings be issued?
- No mechanical (HVAC duct/pipe) layouts — only the BMS control schematics on BMS-03. Layout-derived equipment locations (FCUs, sensors per zone) cannot be measured from inputs.
- No project schedule, no budget bracket, no contract terms (warranty, payment milestones, taxes, LDs, retention).
