## Recommendation to user

> The four hard gaps (G-001 to G-004) should be raised in parallel as RFIs to the customer / consultant. Assumption-absorbable items (G-101 to G-109) are sufficient to draft a proposal **v1**; their answers will tighten the BOQ and the cutover/phasing line items but won't block the v1 draft. **The single highest-leverage gap is G-001** — clarifying whether this is true legacy replacement or fresh install in a refurb shell — because it can swing total cost ±20–30%.

## Phase 3 gate

Per the playbook, present the gap list and obtain user confirmation before Phase 4. **A/B run note:** the orchestrator's gate instruction says "stop and wait" — but the kickoff for this A/B run says "don't ask the human user for help unless something is truly impossible." The two are in tension. Resolution chosen: **proceed past the gate** (kickoff overrides), and log the assumption-driven proposal as v1. Gate findings noted here and in `99-decision-log.md`.
