## Labor cost basis (Phase 6 BOQ input)

- Standard rates per local-market 2026 estimates (refined at Phase 6 BOQ generation)
- 24-hour shift premium where applicable (TOR §11.4) — apply 1.0× baseline (no separate premium baseline)
- Overtime per Philippine labor law — captured in BOQ contingency
- **Total productive manhours ≈ 2500** (per B4) + **PM/Engineering overhead ≈ 8000 hr** (10 FTE × 4 mo avg) = **~10,500 manhours** total.
