# 04 — Work Breakdown Structure

**Project:** SMC MASS RAIL TRANSIT 7, INC. — MRT-7 Stations and Depot Electronics Networks (FDAS + ACS Integration)
**Date:** 2026-04-29
**Classification:** Hybrid / FDAS+ACS+Networks-Integration / Greenfield (`scope_shape: full turnkey, site-dev-conduit excluded`)

The WBS spine is built around three orthogonal organizing axes:
- **Lifecycle phase** (Project Management → Material Supply → Installation → Programming → T&C → Training → Optional/OOS) — drives proposal narrative + BOQ groupings
- **Customer two-phase delivery** (Phase 1: Stations→OCC; Phase 2: Buildings→FCCR per TOR §5)
- **INTEG BOQ alignment** — the 12 lump-sum lines in the customer's BOQ map to specific WBS leaves so the DUPA back-calculation is clean

This combined structure keeps the proposal customer-readable (matches their two-phase scope description) while preserving the lifecycle organization needed for engineering scoping + cost estimation.

## Notes for Phase 5a

- **WBS structure follows customer two-phase delivery (TOR §5)** for ease of customer review + DUPA back-mapping
- **General Requirements (0.x)** is a bidder-added section per Email_Text §3, distinct from TOR/customer-supplied scope items
- **Optionals/Exclusions (9.x)** are explicit and citation-anchored — no silent exclusions
- **DUPA decomposition (Phase 6)** breaks each INTEG BOQ row into material + labor sub-lines using A2/A3/A4/A6/B4 quantities
- **FAT travel (7.7, 7.8)** is two distinct line items under T&C section per D-016 — not absorbed into lump-sum
